Instructions to get Windows 7 screensaver in Vista

Step 1: Navigate to C:WindowsBrandingShellBrd and take the ownership of Shellbrd.dll file.

Step 2: Once you took the permission, just rename it as Shellbrd2.dll.

Step 3: Now, download the new Shellbrd.dll file from here.

Step 5: Now, go back to the Screensaver option and activate the new Windows 7 screensaver. Note that you have replaced the old Windows Logo screensaver with the Windows 7 one. How to revert to the old Vista screensaver?

Step 1: Deactivate the Screensaver which you had activated.

Step 2: Go to C:WindowsBrandingShellBrd folder and delete or rename Shellbrd.dll as Shellbrdold.dll and rename Shellbrd2.dll as Shellbrd.dll (of course, you need to take ownership).

Step 3: You are back to the Windows Vista screensaver.

Can you be more specific please. Do any screensavers work or non at all? Have you set a screensaver and waited for it to activate to see if it would? What is the wait time you have set for your screensaver? The wait time is the amount of time your computer waits for it to be idle before the screensaver activates. If you're using the keyboard or moving the mouse, the screensaver will not activate.
Some Wireless keyboards have been known to cause issues with the screensaver activating? Are you using a Microsoft Wireless Keyboard?

Do you get any error messages when trying to Preview any screensaver?
If you've had issues from Day 1, have you contacted Dell for Warranty Support? I ask because it's possible your Vista Installation is corrupt somehow. One suggestion would be to wipe/reload your installation of Vista, or maybe a inplace upgrade to repair windows.

If you notice files missing after the upgrade look in the following folders:

These files can be cleared with disk cleanup as 'Files discarded by Windows upgrade'.

Formatting the hard drive will wipe out ALL data, programs and user settings that you have on the computer. If there is any information on this computer that you do not want to lose, or is not backed up, you will need to make backups before proceeding with the FORMAT/CLEAN INSTALL
Personally I would start with Dell Warranty Support if the issue has been there since day one. (unless you're using a Microsoft Wireless Keyboard, if you are, try using a USB keyboard and see if your screensaver works):

Otherwise please try the Repair option or restore the computer back to manufacture load via Recovery options.
